General Overview
The Turkey Creek Mitigation Bank (Bank) is a 261-acre property in Edgefield County, South Carolina that has been authorized by the US Army Corps of Engineers and the South Carolina Interagency Review Team (IRT) to operate as a commercial stream mitigation bank. The purpose of the Bank is to provide mitigation for projects or permit applicants wher eon-site mitigation is not available, adequate, feasible or practicable.
The Turkey Creek Mitigation Bank is available to provide compensatory mitigation within the identified service areas (Service Area Map), on a fee basis, for any authorized impacts to state or federal jurisdictional intermittent streams and first through eighth order perennial streams. Additionally, the Bank is available to mitigate for other authorized impacts on a case-by-case basis.
The Bank is not intended to bypass the normal sequencing requirements of the Section 404 permit review process (i.e.: avoidance, minimization, compensation). Mitigation credits from the Bank can only be utilized for projects or activities that have been properly authorized in accordance with all applicable state and federal laws and regulations.
The ratio of mitigation credits in the Bank required to adequately compensate for stream impacts will be determined on a site and/or project specific basis in accordance with the Charleston District Corps of Engineers Standard Operating Procedure for Compensatory Mitigation Plans.
The Turkey Creek Mitigation Bank is located in the Sumter National Forest, east of the Strom Thurmond Reservior and west of the town of Edgefield in Edgefield County, South Carolina. Geographically, the site is located in the midlands of South Carolina. The site is physically connected to the Savannah River drainage to the south through Stevens Creek.
Historically, the site was a mixed pine hardwood forest. Prior to the establishment of the site as a mitigation bank in 2008, the primary use and management was for timber production. In its original undisturbed state, this unique ecosystem provided valuable wildlife habitat and water quality functions. The preservation/enhancement efforts associated with the Bank will restore the natural characteristics and values to this habitat. This work includes:
- Restoration of Indigenous Vegetation - 129.0 acres of riparian uplands that have been previously impacted by historic and ongoing silvicultural activities (i.e. converted to pine plantation) will be restored to the indigenous, mixed pine hardwood forest that existed prior to timber management activities.
- Preservation and Buffers - The entire Bank site is preserved perpetuity, in an essentially natural, undisturbed state, including 10,551 linear feet of undisturbed intermittent and perennial streams and 186.0 acres of riparian uploand buffers.
